Job Overview

The Global Trade Compliance Manager is responsible for developing, implementing, and continuously improving Boart Longyear's global trade compliance, tariff management, and duty optimization program.

This position provides strategic leadership and technical expertise across customs, import/export regulations, tariff classification, customs valuation, country of origin, Foreign Trade Zones (FTZ), Free Trade Agreements (FTA), trusted trader programs, and other duty optimization and trade compliance programs.

A key responsibility of the role is to lead the company's global tariff management strategy and mitigation planning, including the identification, assessment, prioritization, and coordination of actions in response to changing tariffs and trade regulations. The role establishes global standards, governance, tools, reporting, and methodologies while working through regional Logistics and Trade Compliance resources to develop strong regional tariff management capabilities.

The Global Trade Compliance Manager partners closely with regional Logistics teams, Engineering, Supply Chain, Procurement, Product Management, Operations, Finance, Legal, and external trade advisors to anticipate tariff exposure, quantify business impacts, develop compliant mitigation strategies, and coordinate execution across regions.

The role supports operations across North America, South America, Europe, Africa, Australia, and Asia while promoting a consistent global framework with effective regional execution.

Key Responsibilities

1. Global Trade Compliance

  • Monitor, interpret, and coordinate implementation of applicable global customs, import, export, and trade regulations.
  • Serve as the global subject matter expert and functional leader for trade compliance across Boart Longyear's operations.
  • Develop and maintain global governance for Harmonized System and Harmonized Tariff Schedule classification, including classification standards, technical documentation, decision records, controls, and communication of applicable duties and trade measures.
  • Partner with Engineering and Product Management to establish accurate and supportable classifications for new and existing products.
  • Develop, maintain, and communicate global trade compliance policies, procedures, controls, and best practices.
  • Establish minimum global compliance standards while working with regional resources to address country-specific regulatory requirements.
  • Ensure appropriate governance of customs requirements, import/export obligations, documentation, recordkeeping, and government reporting.
  • Maintain clear escalation protocols for complex or higher-risk trade compliance matters.

2. Global Tariff Management, Planning and Mitigation

Tariff Strategy and Governance

  • Lead the global tariff management and mitigation program, establishing the standards, governance, methodologies, tools, and operating processes used across all regions.
  • Establish a structured process for identifying, assessing, quantifying, prioritizing, and responding to tariff changes and emerging trade measures affecting Boart Longyear's products, materials, suppliers, manufacturing locations, and international trade flows.
  • Develop global guidelines for tariff exposure assessment and mitigation planning to ensure regions evaluate tariff risks and opportunities using consistent assumptions and methodologies.
  • Maintain a prioritized view of significant tariff exposures, mitigation opportunities, business impacts, actions, ownership, and status.
  • Coordinate cross-regional tariff matters where sourcing, manufacturing, intercompany movements, or customer supply chains cross multiple jurisdictions.

Tariff Monitoring and Impact Assessment

  • Establish a global tariff monitoring and early-warning process in partnership with regional Logistics teams and external trade advisors.
  • Coordinate assessment of proposed and enacted tariff changes, trade remedies, retaliatory tariffs and other measures that could materially affect the business.
  • Work with Finance, Procurement, Supply Chain, Logistics and business leaders to quantify potential tariff and duty exposure and translate regulatory changes into understandable business impacts.
  • Develop scenario analyses and mitigation alternatives for significant tariff changes to support sourcing, manufacturing, inventory, pricing, and supply-chain decisions.
  • Ensure significant tariff developments, exposures, mitigation actions, and unresolved risks are communicated to appropriate leadership in a timely and structured manner.

Tariff Mitigation Planning

  • Lead development and evaluation of compliant tariff and duty mitigation strategies, including opportunities associated with tariff classification, country of origin, customs valuation, Free Trade Agreements, FTZs, duty drawback or equivalent programs, bonded arrangements, sourcing and manufacturing alternatives, and other applicable customs programs.
  • Partner with Procurement and Supply Chain teams to incorporate tariff implications into sourcing and supplier decisions.
  • Partner with Operations, Engineering, and Product Management where product design, manufacturing processes, material sourcing, or product configuration may affect classification, origin, or applicable duties.
  • Support evaluation of alternative supply and distribution scenarios where changing tariffs materially impact landed cost or supply-chain risk.
  • Coordinate cross-functional business cases for significant tariff mitigation opportunities and establish clear owners for implementation.
  • Track mitigation actions through implementation and validate realized benefits in partnership with Finance and regional teams.

3. Regional Tariff Management Capability Development

  • Build and develop tariff management capabilities within each region by working through Regional Logistics Managers and designated regional Trade Compliance/Tariff resources.
  • Define the respective responsibilities, decision rights, and escalation paths between the Global Trade Compliance function and regional Logistics teams for tariff monitoring, impact assessment, mitigation planning, execution, and reporting.
  • Establish a regional tariff management network that provides local regulatory intelligence, identifies emerging exposures and opportunities, coordinates local actions, and escalates matters requiring global support.
  • Develop standardized tools, templates, methodologies, training, and playbooks that enable regional teams to independently manage routine tariff activities within the global framework.
  • Coach and provide technical guidance to regional Logistics and Trade Compliance resources to progressively strengthen local trade and tariff management expertise.
  • Establish minimum regional capability requirements and support regional leaders in closing identified knowledge, process, data, or governance gaps.
  • Facilitate sharing of tariff intelligence, mitigation approaches, lessons learned, and best practices across regions.
  • Coordinate tariff mitigation initiatives that require collaboration between multiple regions or functions.
  • Maintain visibility of regional tariff exposures, mitigation opportunities, action plans, escalations, and results through a consistent global reporting framework.
  • Ensure regional teams maintain appropriate documentation and evidence supporting tariff and customs decisions.

4. Governance and Risk Management

  • Serve as the primary global escalation point for complex or high-risk trade compliance and tariff matters.
  • Establish governance and decision-making processes that promote consistent execution of trade compliance and tariff management requirements across regions.
  • Develop risk-based controls and periodic reviews to identify trade compliance gaps, tariff exposure, and mitigation opportunities.
  • Coordinate resolution of significant issues with regional leadership, customs brokers, external trade advisors, Legal, Finance, and other relevant stakeholders.
  • Lead or coordinate compliance investigations, root-cause reviews, corrective actions, and preventive measures where required.
  • Establish appropriate governance over tariff classifications, origin determinations, valuation methodologies, FTA eligibility, customs programs, and other material trade decisions.
  • Provide leadership visibility of significant global and regional trade risks, tariff exposures, mitigation initiatives, and open actions.

5. Trade Programs and Regulatory Compliance

  • Oversee governance of Foreign Trade Zone (FTZ) operations and other applicable customs special programs and ensure ongoing regulatory compliance.
  • Oversee CTPAT, PIP, and other applicable trusted-trader certification activities and continuous improvement initiatives.
  • Manage governance of Free Trade Agreement qualification and certification programs and drive increased utilization where commercially and operationally appropriate.
  • Support customs audits, regulatory inquiries, prior disclosures, and government reviews.
  • Maintain awareness of global tariffs, trade remedies, sanctions, customs initiatives, and emerging regulatory developments that may affect the business.
  • Coordinate evaluation and implementation of relevant customs and trade programs that can reduce duty cost, improve cash flow, or strengthen supply-chain resilience while maintaining compliance.
  • Establish governance and performance monitoring for customs brokers and other external trade service providers.

6. Cross-Functional Leadership

  • Build strong partnerships with Engineering, Supply Chain, Procurement, Logistics, Manufacturing, Warehousing, Product Management, Finance, Operations, and Legal.
  • Act as the primary interface between global Trade Compliance and Regional Logistics leadership on tariff management and customs matters.
  • Integrate tariff considerations into relevant sourcing, manufacturing, inventory, distribution, and supply-chain planning decisions.
  • Lead and mentor regional Trade Compliance/Tariff resources while promoting consistent global principles and strong regional execution.
  • Provide technical guidance and training to business stakeholders on tariff, customs, and trade compliance matters.
  • Support strategic initiatives involving global sourcing, manufacturing footprints, product flows, and distribution networks from a trade and tariff perspective.
  • Coordinate involvement of external trade consultants and legal counsel for specialized or high-risk matters.

7. Communication, Reporting and Collaboration

  • Establish and lead a regular Global Tariff and Trade Compliance Forum involving regional Logistics and designated Trade Compliance/Tariff resources.
  • Conduct structured reviews of tariff developments, regional exposure, mitigation opportunities, implementation status, compliance risks, and lessons learned.
  • Develop standardized global and regional tariff reporting, dashboards, action trackers, and escalation mechanisms.
  • Communicate significant regulatory and tariff changes, potential financial impacts, mitigation options, and required actions to relevant stakeholders and leadership.
  • Facilitate cross-regional sharing of regulatory intelligence, mitigation approaches, precedents, and best practices.
  • Develop recurring training and knowledge-sharing sessions to strengthen tariff management capabilities across regions.
  • Participate in relevant global trade compliance working groups and external industry forums.

8. Performance and Continuous Improvement

  • Develop and maintain relevant global trade compliance and tariff management KPIs.
  • Monitor tariff and duty exposure and track identified mitigation opportunities and implementation progress.
  • Track and report tariff and duty savings /avoidance, including benefits generated through tariff mitigation and trade programs.
  • Monitor utilization and realized benefits from FTAs, FTZs, and other applicable trade programs.
  • Monitor compliance findings, corrective actions, penalties/fines, and other relevant indicators of trade risk.
  • Identify recurring issues and lead cross-regional continuous-improvement initiatives.
  • Improve quality and availability of trade data required for classification, tariff forecasting, scenario analysis, and management reporting.

Physical and Environmental Conditions

  • Work Environment:
    • Primarily office-based and remote/hybrid work environment with regular interaction across global time zones.

    • Regular participation in virtual meetings, global forums, training sessions, and cross-functional working groups.
    • Occasional travel may be required to company facilities, manufacturing and distribution locations, regional offices, industry events, customs or government meetings, and other business locations.
    • Work may involve reviewing technical product information, trade documentation, regulatory materials, data, and business reports for extended periods.
    • Ability to work effectively across different cultures, geographic regions, and time zones is required.

    • This position is primarily sedentary and does not require regular lifting as an essential function.

Qualifications

  • Education:
    • Bachelor's degree in International Business, Supply Chain Management, International Trade, Business Administration, Law, Finance, Engineering, or a related field.
    • Master's degree preferred.
  • Experience:
    • Active U.S. Licensed Customs Broker (LCB) credential in good standing.
    • Minimum 8 years of progressive experience in global trade compliance, customs, tariff management, or import/export operations.
    • Demonstrated experience supporting multinational manufacturing, industrial, mining, or engineered-product organizations.
    • Demonstrated experience developing and executing tariff mitigation and duty optimization strategies.
    • Strong technical experience in:
    • HTS/HS classification
    • Customs valuation
    • Country-of-origin determination
    • Import and export compliance
    • Free Trade Agreements
    • FTZs and/or other special customs programs
    • Trade remedies and additional duties
    • Customs audits and regulatory inquiries
    • Customs broker governance
    • Demonstrated ability to evaluate tariff and customs changes, translate them into business impacts, and develop practical mitigation strategies.
    • Experience working cross-functionally with Supply Chain, Procurement, Logistics, Engineering, Finance, Operations, and Legal.
    • Experience establishing standards and driving execution through regional or decentralized teams in a global organization.
    • Demonstrated capability in developing, training, and coaching regional resources in trade compliance or tariff management.
    • Experience working with customs authorities, government agencies, customs brokers, and external trade advisors.
  • Languages:
    • English – Required; professional fluency in written and verbal communication.
    • Additional languages – Preferred, particularly Spanish or other languages relevant to Boart Longyear's global operating regions.
